Tale of 2 Pools – How two similar pools got such different futures

1974 – 1975 JV POOL

Jersey Village Pool was built and donated by Cameron Iron works.

1974 – 1975 WILCHESTER POOL

2021-2023 JV POOL

  • Updates included the pool house restroom fixtures and a pool climbing wall
  • The city managers thought there was a small leak but never had the professional leak detection test suggested by Progressive Commercial Aquatics. The city also reported stains on the plaster and closed the baby pool due even though it grandfathered as ADA compliant.
  • JV City Council was made aware of pool conditions and publicly decided to build a new pool.
  • Progressive Commerical Aquatics was hired and paid to present 3 pool complexes concepts that ranged in price $6M – $11M (after being revised).
  • The pool complex was combined with larger park improvements for a $19M bond to be voted on November 7, 2023. No single unique pool design was proposed. THE BOND FAILED.

2021-2023 WILCHESTER POOL

  • The City of Houston shut down the pool for 5 months (12/2023 to 4/2024) for repairs.
  • “Band-aid fixes” to stay open for 2024 included emergency repairs to the building and bathrooms, various repairs on electrical and plumbing equipment.
  • In SPRING 2023, Wilchester HOA started research for long term solutions.

2024 JV POOL

  • The city manager hired & paid ($19, 500) another consulting firm, Counsilman-Hunsaker (a world renowned Olympic and professional pool designer/project management company), to create multiple pool concept drawings for various costs.
  • $10.1M bond election for a pool complex on November 5, 2024, FAILED. Again, no single unique pool concept design was clearly proposed to voters.

2024 WILCHESTER POOL

  • March – April the community was involved to determine design of pool complex
  • Conceptual designs were drafted with various contractors visiting site
  • Preliminary cost estimate $2.2M (see Itemized Preliminary cost estimate below)
  • August 5, 2024, the pool improvement Election PASSED for approving the pool budget & funding for $2.2M
  • Architectural & Engineering plans were finalized
  • HOA obtained bids, selected the contractor, and obtained approval for a 5-year bank loan

2025 JV POOL

  • January 2025, JV city managers and council were made aware of the Westchester pool website including plans, cost, and process.
  • February 2025, the JV City Council voted to demolish the pool including the one-foot-thick concrete pool shell. The JV pool was demolished and filled by the end of February 2025.
  • The JV City Council recently revealed plans for a $6.5M pool bond election to be held November 2025. According to the JV Website “ This figure is based on similar pool projects constructed in recent years, adjusted for current inflation and including estimated design and engineering fees. The scope includes a new pool and pump house. Other existing features, such as the restroom and shaded are would remain unchanged. ” The City of JV verbally stated that it does not intend to present voters with a Concept Drawing or itemized preliminary cost estimate before the bond election.

2025 WILCHESTER POOL

  • Early January began demolition with originally planned reopening by the end of May 2025. Opening was pushed back to July due to City of Houston permitting delays.

Wilchester $2.2M pool complex will include:

  • A renovated, re-plastered L-shape lap pool with new surface, tile and coping, and diving board.
  • A renovated main pump house – added siding to original pump house and added new equipment.
  • Shade for seating area
  • NEW air-conditioned club house with office, bathrooms, with a large rentable multi-purpose room with an ice machine.
  • NEW artificial turf area with sprinklers for kids to play
  • NEW large outdoor kitchen with built in BarBQ appliances and covered seating
  • NEW large resort style wading pool
  • NEW baby pool
  • NEW second pump house to service the wading pool and baby pool
  • NEW 3 underground stormwater storage containers required by the City of Houston
  • NEW security entry system (probably a key fob) for Wilchester only residents/homeowners.
  • NEW fencing, sidewalks and landscaping
