
The JV City Council has voted to authorize the City Manager to enter a contract with the Architect to begin developing construction drawings for the City Hall Project. City Council has also published a Notice of Intent to Issue Bonds.
The Notice of Intent to Issue Bonds includes:
- A $20mm COO for water and sewer improvements needed over the next five years.
- A $24mm COO for the City Hall Project.
City Council plans to move forward with creating additional debt through the issuance of Certificates of Obligation for $44 million. This is in addition to the bonds that were recently approved in 2023 for street and sewer projects. The real number could be closer to $100 million by the time all of the debt is paid off and not included in the property tax rate. This action will allow them to avoid allowing the voters to decide if they will approve the additional spending that will be paid by increased property taxes.
They had hoped they could have the city council vote twice without the voters discovering what they are doing. They do not want to risk the voters requiring additional information regarding how they can spend the money or risk the voters saying NO after the swimming pool huge price was rejected by the voters.
Concerned JV Citizens have created a petition to require Jersey Village City Council to submit this to the Jersey Village Voters for approval or rejection during a regular city election. Modifications to some of the buildings may be required; however, a much lower cost should be considered.
Every registered voter in Jersey Village is encouraged to sign the petition.
We need 5% of eligible voters to force a vote on the Certificates of Obligation.
